The international capital-adequacy standards adopted in 1988 by the Bank of International Settlements (BIS) in Geneva to make banks safer have had the opposite effect ... The objective of the BIS capital guidelines was to level the playing field among international banks. All banks were required to have minimum capital equal to at least 8% of risk-weighted assets by the end of 1992. Of the 8%, at least 4% has to be in core, or Tier I, capital. Les normes prudentielles internationales en matière de fonds propres adoptées en 1988 par la Banque des règlements internationaux (BRI) pour renforcer la sécurité des établissements de crédit ont eu l'effet inverse de celui recherché. L'objectif des directives sur les fonds propres de la BRI était d'égaliser les conditions de concurrence entre les banques de stature internationale. Tous les établissements étaient tenus de constituer, d'ici la fin de l'année 1992, un montant de fonds propres minimum correspondant à au moins 8 % des actifs pondérés par les risques qu'ils impliquent. Sur ces 8 %, 4 % au moins doivent consister en fonds propres au sens strict, qualifiés de noyau dur (ou de première catégorie).
